California Small Business Association. This is a volunteer-driven, nonprofit small business advocacy organization that aims to provide small business with a meaningful voice in state and federal government. Health Consumer Alliance (HCA). HCA's mission is to help low-income people obtain essential health care. HCA's local Health Consumer Centers operate in six counties that are home to a majority of low-income Californians: Fresno, Los Angeles, Orange, San Diego, San Francisco, and San Mateo. Health Rights Hotline. Provides free assistance and information about consumer rights in health care to residents of El Dorado, Placer, Sacramento, and Yolo Counties in California. Health Insurance Counseling and Advocacy Program (HICAP). HICAP is a nonprofit, volunteer-based program to assist seniors and people with disabilities on Medicare with answers to problems concerning their health care. HICAP offers free help at offices throughout California with Medicare claims, appeals, denials, or delays of service or treatment. Office of the Patient Advocate. Part of California’s Business, Transportation, and Housing Agency (and independent from the Department of Managed Health Care), the Office of the Patient Advocate informs and educates patients enrolled in HMOs about how to effectively navigate the health care system and how to make their voices heard.
