Regulatory Agencies in California

Many federal and state agencies oversee California's insurance industry. Below you'll find a description of the state agencies that are responsible for regulating the business of insurance in California.

Department of Managed Health Care (DMHC)


The Department of Managed Health Care (DMHC) regulates and oversees all managed health care (HMOs and related products) in California. The DMHC's HMO Help Center is a resource for Californians who are having trouble resolving a problem with their HMO. Many more Californians are in plans regulated by DMHC than by CDI.

California Department of Insurance (CDI)


The California Department of Insurance regulates all insurance in California—health (primarily indemnity and some PPO plans), homeowners, auto, and more. CDI assists consumers, aids in the licensing of insurance agents or brokers, and serves as a source of information on the laws that regulate the insurance industry. You can use CDI to confirm that an agent or broker has a license and to research an insurer's performance. CDI has a toll-free hotline to assist consumers enrolled in CDI-regulated insurance products (indemnity and some PPO plans) in resolving complaints.
